I never meant to knock the brilliance and the skills of Russian scientists and engineers, just the stupid organization of their industries. When I was studying numerical analysis and approximations years ago, all of the best texts were Soviet, partly, I think, because they could not use exact digital methods lacking computing as they did. Kantorovich, the father of linear programming, was largely neglected. Leontief, the founder of Input-Output economics, fled to Harvard where work that might have made central planningn work adequately was largely of theoretical interest. Americans brought up most of the applications. The Soviets never used a method That makes their great theoretical physics contributions in the '50's to '70's even more amazing. I understand many American companies are hiring Russians in situ for a few hundred dollars a month -- a wonderful idea in my opinion. It is criminal to allow the scientific human capital in Russia further to decay from lack of use and ability to stay up to date.
