check out their International call rate sheet at project77.com and see how calls from South America to Japan are $10/min.

Did you even look at that webpage? Calls from South America (left column, Originating phone) to Japan are $7 a minute. (And if you were reading it backwards you woulda gotten $8 a minute.)

And if you're smart, you get an I* phone for both sides and ALL your calls are $3 a minute.

Anyway, it shows a bit of desperation at always using the maximum possible price and claiming thats what the price always is.
