I would say it is hard to judge the imperatives here.
NATO, as organization, represents supra-regional intent and irresistible military might. It may also represent undeniable financial strength. Sanctions hurt the countries they are imposed upon. They impose a local hardship, but in the international arena it is a deciding issue, often. War, as a tool of diplomacy, is always an option. To convince the combined leaders of NATO to show this resolve, is not something Bill Clinton could do, that is what I feel, I am biased of course, having little respect for Clinton. America could lean that way, and that is the case, in my opinion, but the action confirms itself. None of my neighbors are crabbing about it. The general feeling seems to be that if they (NATO) decided to bomb someone, it is likely a good thing. The propaganda war is impressive, I am sure. It certainly doesn't interfere with daily life.
