After a few atomic bombs on their heads and devastated cities through brutal invasions, the samller nations of the world finally got the idea.
After the Roman Empire demonstrated their power to the world in Carthage and other places, many smaller kingdom saw the handwriting on the wall and begged to become part of Rome. Ancient Israel was just one example.

There not much different in world Empires and dictatorships and school yard bullies; they operate on the same psychological principles.
