Forgive a newbie question about IR:

Suppose a company has previously announced a plan or future anticipated event. Say its January and they publicly disclose "we're going to bring our new production facility online by July 1."

Now its June 29. You ask IR which says "company says the new facility is on track".

July 15, company issues PR, stating new facility won't be up for another year because "concrete's not dry". In other words, contradicts IR.

Question is, is company accountable for IR misleading?
