I have never heard this as a consideration at Intel. My impression is that Intel management would resist this practice. Arguably, Intel has not had to consider this because it's stock has performed well over time, unless you talk to Scumbria, as he has a different take on Intel stock performance and how it relates to Intel employee compensation. (Sorry for the cross-talk Scumbria :-))

As for the rest of your post, I will say that it is essentially accurate with regard to the value Intel places on meritocracy. I personally like the system. Just my .02.
