No need for you to re-install Windows 98.

Just go to your control panel
Open up Add/Remove Programs
Click on the Windows Setup tab
Select the Accessories tab
Click on details in the lower right part of the window
Place a checkmark on Briefcase
Hit Apply and you're done.
(You might have to insert the Win98 CDROM)
