You can choose whether or not to install during the setup process. If you choose not to, or you remove it after completing setup, you can use the control panel's Add/Remove Programs dialog box to put it back.

It applies for all the optional Windows programs (games, system tools, etc).

If he had simply removed the icon from his desktop, the program would still show up in the Start Menu under Accessories.
