J.Liu, I do not want to get into the argument between Mooter and Wexler, I will only note that I had an open bet like that some 18 months ago on the IPMCF thread, and unfortunately, the charity to which my winnings were supposed to go to, is still waiting for the fruits of that bet. (Yes, IPMCF went much lower than $1, it went into oblivion). My personal experience is thus that these bets are never paid.
