If the New World Order already exists, why are they calling for it to be established?

Do you really think that a world community of nations, where differences can be resolved through discussion instead of combat, and aggressive moves toward a sovereign state cannot be taken without an international consensus would be a step backward in human social evolution? It is far from being achieved, but it seems a rather attractive dream to me.

Would you rather we go back to the old way, where the bullies on the block feel free to stomp anyone they choose?
