The MM's had complete control of the share price which they usually base on the supply and demand of any given stock. The O/S shares were determined by Mr Tilton and the float are those shares which he has either compensated people with or are owned by previous BRIA share holders etc... See Title post for OS & float.T A P was compensated based on old BRIA share price .01 x .03 and it was just a pleasantly surprising chain of events that TIPS opened in the $ range.The details of spin-off shares will be explained soon in a PR, how & why TIPS shares were open for trading before spin-off, possibly to let the market determine what TIPS real value is is one good reason.This way when DOR is announced people will have clearer idea what TIPS is worth.
