This is standard practice. The senior executives are "windowed" and can only sell in a narrow period after earnings are announced - I think they have to declare within 2 weeks. This is designed to eliminate any suggestion of insider selling. Virtually every big company has rules like this - at least all the ones that I am familiar with have these policies.
