Let's sum up the effects

Conclusions drawn on basis of data from Western, Central and Eastern press,
Yugoslav media and what little is known about the CIA/BND (German equivalent
of CIA) operation code named ROOTS

Preface
CIA and BND (German equivalent) started their operation code named
"Roots" around 1989. Its objectives were to train and arm Kosovo separatists,
then use them to start a local war and provide an excuse for NATO to
intervene for "humanitarian reasons". Stage one was to break away Kosovo from
Yugoslavia, as well as a large chunk of Montenegro and Western Macedonia, and
then glue all that together into a Great Albania. Initially, northern Greece
was also included, but that part was subsequently abandoned for the sake of
peace within NATO. Next, Raska (western part of Serbia, populated by muslims)
would be broken off and glued to the muslim part of Bosnia. Finally,
Vojvodina, Serbia's northern province, would be broken off and joined with
Hungary, using the reason of ethnic Hungarians living in Vojvodina. This
would deplete Yugoslavia of its ores in Kosovo and its grain fields in the
north, and of its exit to the Adriatic via Montenegro, which would be given
its "independence", under strict NATO auspices.
This would effectively prohibit Yugoslavia form ever becoming an
industrial country, and would, most important, eliminate any chance of
Russia's exit to the Mediterranean and nearby Italy and its NATO bases.

Introduction
1. USA led NATO bombings never had a clear PUBLIC explanation
One would have to be an idiot to accept the thesis than any bombing can be
"humane" or used to prevent "humanitarian catastrophies". By their very
nature, bombs are made to destroy, and hence cause death, pain and suffering
- so how can they prevent the very things they were made to cause?

2. Clinton, Albright at al. never explained what were the US national
interests on Kosovo
Beside vague references, no actual explanation was ever offered to the public
- perhaps behind closed doors, but not to the public. Evidently, the public
is expected to take the President's word for it.

3. The world was never told why Yugoslavia refused to sign the so-called
Ramboullet treaty
It was always stated in vague terms that Yugoslavia refused to sign the peace
treaty. However, it was never said that this "treaty" was never subject to
Contact group discussion, that it was written by separatist Kosovars, who
were brazen enough to publically print it in a Pristina paper on 10 February.
The world was never told that according to this treaty (Articles 5, 7 and
10), NATO would have the right to occupy not just Kosovo, but to establish
bases, liasons etc anywhere on Yugoslav territory. In other words, it was
most clearly stated that Yugoslavia would be occupied and no longer a
sovereign state. This sits well with the objectives of operation Roots.

4. Many wrong premises
The entire affair of bombing is based on so many worng premises that it
is mind boggling. Some idiot or other assumed that the first bombs would make
Yugoslavia beg for mercy. Even if these big planners didn't study any
history, they should at least have known that Yugoslavia has been under
sanctions they imposed for the last 8 years. Obviously, they were designed to
break our spirit, but one wonders what their intelligence was doing, it they
didn't know that they had failed.
They assumed they could bomb out existence Yugoslav radars and
anti-aircraft installations, but they should have known what all those who
served national service know - that the Yugoslav defence is based on the
principle of mobility. It uses lighter but highly mobile units in most
aspects, including locally produced airplanes (Soko), which can land on grass
fields.
They assumed the population would break down in panic - if instead of
blatantly disregarding history they read some, they would have known that our
behaviour was never like that, or at worst, not like that after the initial
shock of war simmered down. In 1941, we went bare handed against the
incomparably stronger, better trained and equipped Wehrmacht and managed to
hold down no less than 6 divisions, not counting local traitors - the
bloodiest of which were the Croats (some 700,000 Serbs were literally
butchered in Jasenovac, which horrified even the Germans) and ethnic
Albanians from Kosovo, which began their ethnic cleansing then and continued
it until this day - but no longer.
They relied on traitors, as they always did, knowing full well that the
so-called KLA is nothing else but the armed wing of Albanian mafia, now
active on some 80% of world drug markets - but CIA has a long record of
cooperation with elements such as these, using them to do their dirty ground
work. Again, if they consulted some 20th century history books (not to
mention earlier times), they would have known how traitors fare in this part
of the world, sooner or later. KLA has no alternative but to use press gangs
for recruitment, since ethnic Albanians know very well what KLA is and who
the people in KLA are. They gain nothing, because those pressed in will
desert at first opportunity, failing both KLA and CIA/BND;
They assumed everything could be settled from a distance, using a remote
control, press a button in Washington, NATO jumps and bombs fly, so surrender
is a sure thing. Now the warmongers discover what their own generals have
been telling them all along - you can't win any war without your ground
troops taking the territory. But, that's what the voters won't stand for, so
why not send the Europeans in to fight, and additionally arm the KLA? As for
the Europeans, well, I don't think they like the idea, and as for the KLA,
the result of that policy will be total destruction of the KLA;
They assumed Russia would passively stand by and not see the underlying
logic. Unfortunately for them, Russians can be called anything, but stupid
they are not, they saw what was afoot and are reacting;
They assumed nobody inside NATO would dare oppose the Big Boss, but
Greece opposed the tragic decision from day one, Italy is getting unhappier
by the day, the Norwegian pilots just went home, Germany is in trouble
locally, pressure is on in France, and even Turkey is unhappy, as it sees an
analogy in a possible future settlement of the Kurd question;
They assumed their losses "could amount to 12 planes", but they have
climbed to 32 planes and 88 men. Of course, as in the Vietnam war, they deny
everything, but every point they deny to their public and effectively block
their public from knowing becomes known in time, and
Finally, they assumed they were untopuchable, both in Washington and NATO.

The Sad Results

1. The UN Charter, and therefore the UN itself, were completely disregarded
and all but made redundant in an overt attempt to make USA controlled NATO
take the place of UN. Now there are calls to move the UN headquarters away
from New York, since the US are not paying their dues anyway. This will
happen, if not now then soon, because nobody is big or strong enough to bully
the whole world;

2. They have awakened Russia, deeply suspicios of NATO's intent to spread
East, by proving Russian fears absolutely true. Three basic effects:
a) Russia now knows that the West cannot be trusted in any matter, as it will
lie according to its
current interests, which are the only God the West recognizes,
b) Russia now knows that it must look towards its traditional allies (such as
Serbia, Ukraine,
Belarus, etc) and those whose interests coincide with Russia's (such as
China), and
c) Russia is now quite sure that it can and must overcome its problems,
caused by that same West in
form of IMF, which will forever try to bleed Russia to death, both for
its riches and the fact that it is a
natural competitor, and capitalism does not tolerate competition if it
can help it.
Ultimately, USA forced Russian President Boris Yeltsin to declare today, 9
April, that Russia would not allow NATO troops to occupy Yugoslavia "at any
cost" - now, that's pretty clear, but can Clinton understand what's being
said and done? Or is he sure he can win a nuclear war? Because that's where
he is pushing us.

3. They have cracked their beloved NATO wide open, which is catastrophic for
the US, as NATO is its principal stranglehold over Europe. First, they
stepped all over NATO's own charter and attacked a sovereign country which
threatened nobody, but was battling local terrorists. Albright might have
bludgeoned NATO members into a short term operation, but what NATO is doing
now is no short term operation, but an orgy of impotent violence as never
seen before. No rational human being with any integrity can stand for it.
When you start having deserters (French, German) by the hundred, when your
ally pilots pack up and go home (Norwegians), when your ally refuses to allow
troops to come (Greece), when your allies say that your "peace treaty" was
dirty blackmail (Italy), when your ally blows wide open your covert operation
(Germany, operation Roots), etc, etc, you should seriously reconsider your
activities, or you will be dismissed;

4. The world percieves USA as the greatest danger ever, even if they cannot
say so officially. At this time, USA is rampant, totally out of control, as
its leaders are obviously drunk with what they see as absolute power. And why
not? They have managed to draw the US and NATO into a real war without any
control over them - who's to stop them? The Congress? The Senate? How, when
this is not a war, they say, but an imperative if America is to be the world
leader. Does the world WANT a leader? One whose policy boils down to "kiss my
ass or I'll bomb you"? Well, Tony Blair may kiss Clinton's ass, but not many
others will;

5. USA led NATO has disregarded any and all international treaties it has
signed. This is hardly inspiring of one who would be king and naturally makes
everyone suspect you of foul play, which the CIA and hence the US government
are world famous for. China has officially announced it needs to have new
wepoans and a better equipped army, because if it's Kosovo today, it might be
anywhere in the world next. US and NATO have demonstrated that they cannot be
trusted, since they so easily dumped their own NATO charter the first
opportunity they had. If they don't respect their own internal charters, how
will they respect any other agreement, treaty, etc?

6. USA has aggrevated the Holy Sea. When the Pope asked for a cease fire
during the Easter holidays, a time honored tradition in Europe and the
Christian world, Clinton flatly refused. The Pope then stated that America
was waging war against Christianity. Immediately, a blown-up part of a
photograph showed Clinton send a Satanist greeting. An odd coincidence - or
is it?

7. The orgy of violence, reflected in USA's European chapter called NATO, is
best reflected in its bombing statistics. As of today, over 75% of targets
bombed and destroyed or damaged are purely civillian targets - bridges,
hospitals, maternity wards, post offices, banks, justice buildings, oil
refineries, etc. It could be argued that any building could be used for
military purposes if you bring soldiers inside, but that makes literally
EVERYTHING "a legitimate target", to quote NATO spokesmen. It also shows the
impotence, ignorance and vandalism of NATO and its leader, the USA. This has
stopped being a military objective bombing on day three, and is now the
repetiton of the US doctrine of burned ground, as first applied in Vietnam.
Damages are estimated at over $100 billion so far;

8. As a result of the growing awareness of these facts, a process is
beginning to take shape in Europe, one which the US spent hundreds if
billions dollars to terminate, an awareness that there is no Europe where
there is NATO. In Western Europe, still anaesthetized by CNN and such like,
this is as yet an embryonal feeling, but in the East, it's common knowledge.
The first step was put forth today by Russia and Belarus, which will accept
Yugoslavia as a partner in a military union, planned to expand to a
confederation in the future. Though it will guarantee Yugoslavia's
independance by Russian nuclear arsenal, it's much more important in the fact
that a new Europe is beginning to take shape, and it bodes ill for USA in the
long term, though a future President may have more brains, knowledge and
vision than the current President;

9. USA has been debased as never before in its history, by a man with
associates who refused to step down in a scandal which made A,erica the
laughing stock of the world, and who is now healing his enormous ignorant ego
with wars. 30 military interventions in 6 years, against 11 for all
Presidents preceding him. How to deny that American policy boils down to
bombs?

10. While he may be ignorant, the man is not stupid. He has managed to obtain
extremely high orders of power in his hands by side-stepping both the
Congress and the Senate, helped by Senators whose campaigns have been helped
by the death manufacturer and merchant lobby. He has gone to war simply by
refusing to call it by that name, and has hence side-stepped the
constitution. That's how it starts. He already has CNN as his side whatever
he does, so he doesn't need Dr Goebbels as such. How long will it be before
he side-stepps other consitutional provisions, and then blatantly walks all
over them, to proclaim himself king? Science fiction? Is it? He's getting
there, just watch him. What Americans have always failed to realize is that
dictators need not be overt military types who march in with tanks to take
over. Much of the time, they slowly creep in, a small step at a time so
nobody notices, but by the time people take note, all too often it's too late.
