So who's fault is it? Such screw ups cause tons of damage, damage to the balance book and damage to share holder's value.

It is for the most part unavoidable. If you have an extra three weeks no one will ever hear about it outside the company.

I have never bought into the theory that it causes great shareholder damage. All that it changes is the date of Intel's next price cut.
