Slob Milosevic was massing his troups on the border of Kosovo, besides the ones that were already in Kosovo. He would've carried out his evil plans regardless of NATO. Who knows, if NATO had not reacted with force, Slob Milosevic might've thought that he had a free hand to murder all Kosovo Albanians. In that regard, NATO is responsible for saving the lives of countless thousands.
