Half in jest, I think Clinton should call up Yeltsin and say something like - "Boris you sly son of a bitch, you are dead damned right. We are kind of reaching way across the table from where we sit ... how about instead of us spending pots of money bombing Serbia, we use the same money to pay your troops - who have not been paid since last august - and you send your guys down there into that back yard of yours around Belgrade and straighten things out? We are thrilled you want to help. Where would you like us to send the check?"
