Anthony, regarding adopting children in the Balkans, we learned several useful lessons in Croatia and Bosnia in 1992 - 1995.

First, most countries have strict laws about foreigners adopting their children. It is pretty difficult, legally.

Second, most of these children won't know if their parents are alive or dead, or where they could be. Authorities will be even more reluctant to allow an adoption when the parents' fate is unknown.

Finally, if these babies are Yugoslav nationals (as even Kosovars are) there is no way to adopt them legally without going through the Yugoslav court system. That is clearly impossible right now.

I think you would be better off focusing on immediate refugee aid issues instead of adoption. Adoption may become an issue in the long run if there are orphans who have no hope of going home. But don't forget that Kosovars rely heavily on extended families. It is unlikely that many children will be left with no one at all.
