I think it's obvious that refugee situation was accelerated by the NATO bombing. NATO had Milosevic at the table but failed to table a win/win agreement. Only now, after seeing their lack of results, is NATO now open to new solutions; possible Kosovo division.

Russia is a hurting nation ( I can agree with you for once) and IMF funding is needed. Just remember though that Russia is a proud nation and have strong ties with their slavic brothers to the south. The U.S. and NATO have almost ignored Russia's involvement to the point of insult. The public and all opposition parties are united against NATO and are pushing for invovlement. Coupled with Yeltsin's impeachment process there could be enough pressure for Russia to act dramatically; tactical nuke strike of U.S. aircraft carrier.
