I use p&f as more of a market indicator. The DWA site has bullish percent charts of various sectors that indicates the portion of stocks on buy signals. The NYSEBP indicator turned negative last year in May or June, a couple of months before the July peak. Its true that the p&f of individual stocks lags the beginning of the move, but I find the charts a valuable aid in identifying support and resistance levels. The DWA site also has a pattern algorithm to screen likely movers.
