I think the big competitor here for G* will not be fiber, but geo sats ; if the ground terminal is fixed, geos will be much cheaper for this kind of service and, almost by definition most rural telephony users won't care much about latency.

MSS handsets (G* 10X lower cost than I*) for Y2K insurance. My theory is that
they will come to depend on MSS due to higher reliability than existing landline and
cell coverage/gaps.>

I' don't think G* will benefit much from Y2K: it only expects to have 135K user terminals buit, and I suspect that's a best case scenario.
