Northeast customer base.

PEARL RIVER, N.Y.--(BUSINESS WIRE)--April 12, 1999-- Frontline
Communications Corp. (NASDAQ: FCCN - news), the provider of ''Effortless
Ecommerce and Internet access'' (TM) today announced a partnership with
Covad Communications Company, (NASDAQ:COVD - news), a high-speed
provider of Digital Subscriber Lines (DSL). The partnership will allow
Frontline to immediately provide its customer-base with DSL.

President and CEO of Frontline, Stephen Cole-Hatchard stated, ''By
partnering with Covad we are able to meet the requirements of the
thousands of small businesses and consumers in the Northeast, providing
higher speeds at lower cost. With Covad, we are immediately providing a
full range of DSL services.''

Covad will provide Frontline customers with varying speeds of DSL
service such as SDSL, ADSL, and IDSL. SDSL (Symmetric Digital Subscriber
Line) is a business quality solution that enables customers to
simultaneously send and receive information at the same speed. ADSL
(Asymmetric Digital Subscriber Line) provides the highest upstream speed
for businesses and IDSL provides speeds comparable to traditional ISDN
lines at 144 Kbps.

Frontline announced the initial launch of its' DSL sales program in
January.
