I see it as good politics. "Render unto Caesar the things that are Caesar's, and to God the things that are God's." What actually belongs to Caesar and what actually belongs to God aren't spelled out, and the listener is free to infer that Jesus agreed with the listener as to what belongs to Caesar and what belongs to God.

As you pointed out, Christ's requirements for his followers were more strict than those of the Old Testament.
