Sorry, Crapper was reinventing facilities the Romans had built 1800 years before. One reason Rome became great was that sewage was collected by drains (cloacae [i.e. "cleansers") built by legendary Tarquin Priscus [i.e. so early no one remembered when]) and dumped into the Tiber. Water was provided from the mountains by elevated aqueducts. The first large-scale separation of water supply and sewers in history. The rise and fall of Rome as a world power is best described by destruction and rebuilding of the pure water supply, rather than fluctuations in religion as Gibbon thought.
