Milosevich isnt budging on cease fire agreements proposed by the UN and endorsed by the Security Council and agreed to by NATO. Its likely that Milo isnt going to take the bait now that he percieves he has the upper hand, having achieved his goals in Kosovo.

So, NATO is upping the ante. The NATO strategy up until a couple days ago was to decimate Yugoslavian military ability to wage offensives, thats been accomplished despite all naysayers here. The past few days NATO has begun concentrating on infrastructure, we're going to step that up. Why? To make the price for intransigence very high indeed. It has taken over a decade of investment to build up Yugoslavian industrial, transportation, and communication infrastructure. The message is cave now or we're going to erase a decade of progress.
