An interesting read from the Atlantic Council on NATO enlargement by Senator Joseph Bidden in 1987 ... further proof that NATO is outside their true mandate (no mention of an interventionist policy)

"The Alliance's primary mission as outlined in Article V of the Washington Treaty of April 4, 1949, remains the same: treating an attack on one member as an attack on all, responding through the use of armed force if necessary. Now, in the current post-Cold War situation, non-Article V missions like peacekeeping, sometimes in cooperation with non-NATO powers, have become possible. The NATO-led Stabilization Force (SFOR) joint effort in Bosnia and Herzegovina with Russia and several other non-NATO countries is an excellent example."
