No....Smart cards are not smart if they are lost or stolen. Several companies work in this area and most are designing a more advanced card that will activate it's self .....when authentication is verified....eventually with the "One Digit Pin". A dead, or unactivated card will be worthless....not able to be used. It will stop alot of credit card fraud......Perhaps interest rates can come down!
