It's setting the clock speeds from the bios and the small
increments allowed there, I think.

There's no way to lock a voltage, practically speaking.
Too much possible variation from the mobo. It could be
restricted to a range, but I don't see any manufacturer
benefit.

Clock locking is another story. That can be done. Currently,
though, Celerons are multiplier locked, that is, they run
at a fixed multiple of the front-side (memory) bus speed.
