Think about this:

The dollar value of the merger should have been a CONSTANT all along. By this I mean the $6.6 billion value of the merger was likely "agreed to" a while ago. Therefore, the number of COMS shares to be received SHOULD HAVE been a VARIABLE and would have been determined at the time of the announcent by doing the necessary math on the value of COMS shares.
