Everything I hear in Europe tends to indicate that NATO is positioning itself to negotiate with Milosevic, and that fractures are starting to appear in the coalition. I agree that once it had started, stopping the operation to soon and not escalating would have been a screw up. But stopping too late, given Milosevic's die hard attitude, and the political dimension of the crisis, may have even more disastrous effects. Let's hope for the best.
