Neenny, just let me go step by step...
Click on Start, click Settings, Control Panel, Internet Options, go to the Temporary Internet files and click settings, view files, another box will open, with a bunch of what looks like files, go to the menu bar at the top and click on Edit, then Select All, that will highlight everything in the box, then go to File and Delete at the top,
You will then get a message box asking you if you are sure you want to delete, click yes, depending on your browser, you might have to click yes for each cookie or just once..
that is way it works for me..
