I imagine the totally efficient market goal is to eliminate the spread completely which would solve the problem.

Despite the media claiming that day traders have made the markets a much more volatile and dangerous market, MHO is that they have done the masses a valuable service; they've dramatically narrowed the spread. If you want to sell something and my Island is the only bid at a certain level, your market sell order will execute at my Island price, even if it is Brown & Co.'s NITE or MASH or Paine Webber or Morgan Stanley or....
