This is pretty standard in my experience. So there you have a 'fab guy' and a 'design guy' from different companies both confirming it.

Now, it is definitely more prevalent in some areas of the IC industry. How many new products does Intel introduce every year? Many companies design and fabricate hundreds, so product development procedures are very different.
