functional probably means "it works", like "But if not everyone agrees, then it isn't functional." standing for "But if not everyone agrees, then it does not work".

Well, if we, who think peace makes sense, succeed to convince others,that peaceful means is the way, that peace "is functional" or "can be functional", we got a problem solved.

Of course, how to get there is the question - force is one thing, violence is another.

Wish everybody a functional reality (g).
