They're back-peddling now only because NATO will be divided on sending ground troops, and because the Russians are upset.>>
The lack of experience of the Administration shines through here. First, we chose to allow the KLA to represent Kosovar Albanians, a mistake in my book. Second, NATO stipulated NATO troops as peacekeepers and were irrationally inflexible on this point. Why not bend and allow a Contact Group or UN peacekeeping force which would represent both NATO and Serb-friendly nations? Third, we failed to show unbending resolve and dedication to use any force necessary to do the job. This, in my opinion, is where the US and NATO should be recriminated, not for the fact that it did act. |
