No, that's what certain people on this thread said after VLNC eliminated their marketing expenses. In order to rationalize the ever present mantra that contracts are imminent. In fact, the company's filings say they do not have an adequate marketing presence in place and that they will not be able to sell products until they do. I assume today's hiring was a step in that direction.
