You might want to try unplugging any other devices from the line you are using the modem on. Sometimes the phones, answering machines, fax machines, wireless phones, etc., that are connected in your home cann impact how well your modem works; even though they may not be in use, they still present some type of load to the phone line which can be enough on a marginal line to knock the speed down a notch or two. Not always, but I've seen it make a big difference in some cases.
