The "D" in DLEC stands for data. I first saw this popularized by XCOM, prior to their deal with LVLT. XCOM made the claim that their forte was in data, not voice like so many of the other competitive LECs, or CLECs, and announced that they were instead a Data LEC or DLEC. It may have been used prior to that time, but I am unaware of who it could have been.
I don't know how meaningful the distinction will be over time, since multi-protocol, multi-service capabilities will be engendered by all last mile access platforms, as time goes on, and these will include voice, most definitely.
