Thanks, Skip. This is the one aspect of what I know about Leap so far that has continued to perplex me. Seems odd that they would let them bid if there was a serious question about being qualified. 'Spose if they were disqualified the next highest bidder would get the POP's? But the real issue is whether or not they get the special discount, not if they can acquire the POP's or not, correct? I, obviously, do not know the details of how these auctions work or the FCC rules.
