RUN UP was by brokerages who have accumulated stock for house or affiliated funds , they run up price so as to give the house a big sell profit at the day high closing price .The fund shareholders then have a high cost & commission base. The house gets the accumulated profit not shareholders of the fund. I see price going lower or I think they would have done it tomorrow if they thought the price was going higher. Re- filing creates more delays. I've seen companies file 5 or more times in some cases more , 3 is pretty standard.
