What do you make of this Rthm news. Couldn't it and wouldn't it have been better to have gotten this money from their recent IPO. Is this a buy or sell signal?

Rhythms NetConnections Inc. (RTHM) began a private offering of $200 million of senior notes due 2009.

In a press release Thursday, the company said it will use the proceeds to pay expenses related to the deployment of network services in its existing markets and its planned rollout in additional markets.

Rhythms NetConnections intends to use about $70 million of the proceeds to buy government securities in an amount sufficient to pay the first six scheduled interest payments on the notes.

Additionally, the company plans to use the funds for sales and marketing, to fund operating losses and to pay debt.

The company's Nasdaq-listed stock recently traded at 68 1/4, down 20 5/8 or 23%, on compositte volume of 2,554,000 shares.

Rhythms NetConnections provides Internet access and remote network connections with digital subscriber line technology.
