Actually this is not at all surprising. If you look over DELL option expiration days over the past year or so, almost each and every time (maybe with the exception of earnings months), DELL volume has tapered off on expiration day. Looks like people close positions earlier in the week.

Also if past trends are any indication, we should break out on the upside next week... I wouldn't be surprised to see 45 next week.
