If you rule out all of the draft dodgers and adulterers, you would rule out most people in this world. It may not be right, but the charges are minor compared to committing genocide.
President Clinton has never admitted to being a rapist, and there is no creditable evidence that he ever raped anyone.
There is an old custom in this country, "innocent until proven guilty".
