AT&T will use the 10 MHz licenses which cover 93% of US population. Cost estimated to be less than $1000/subscriber. Voice and Internet data up to 128 kb/sec. Proprietary technology. Capacity available at least 2000 subs in a typical 1.5 mile radius cell. Overlayed on existing cellular towers where AT&T has them, connected via the existing cellular interconnect. No need for Winstar.
