it's already enforced as of PCLN, read my last post on this thread regarding it. E*Trade has a special team to verify flippers. I got this info. From a reliable source!! it will be funny because all the people who have flipped in the past are really going to scratch their heads in disbelief as to why they did not get any shares of a new IPO. $Mogul
