understands that Nato's military
command had prepared a detailed
briefing document but at the last moment, Nato's
political authorities refused to allow this to be made
public.

The politicians hiding the military facts.

And the article goes on:

At a news conference on Friday, Nato spokesman Jamie
Shea said: "Nato puts its setbacks behind it ... to use a
football term, we're keeping our eye on the ball."

Ah ha. Bombing Kosovan refugees is a "setback." I suppose that sounds better than "collateral damage," which does sort of imply something bad; a "setback" can be minor. And it's nice to know that Nato considers this like a game. Very reassuring.
