However, in the next breath, while Franklin was down 3.6% this week and down 2.1% the previous week, life down in the third-tier was great. "Dry powder" is up 8.6% during this period..... exchange2000.com So, just as we predicted..... von Emster is a counter-indicator..... he switched to first-tier at exactly the wrong time.
