Albania is in a state of anarchy run by various family gangs in their local valleys. I was surprised to see the US produced Albanian "officials" to speak on behalf of Albania. As for US troops on the ground, if it takes 5-6 months to put them in place, you are talking a winter campaign or wait till Spring 2000.
