The press release says: "Microsoft and Westel have teamed up"
Nothing is said about one company choosing the other.

I think all microsoft wants to do is establish it's stand in the ADSL market. The agreement with Westel could be due to any number of reasons, the primary being that Westel has a market ready product. So what if it's based on CAP right now? Westel is into DMT too. So I'm sure MSFT is "hedging it's bets" and the software or whatever they develop will not be CAP specific. If DMT wins, Westel still has DMT, and MSFT-Westel Alliance has lost nothing but royalties to AMTX.

Also, I dont think MSFT will say: "Our products are only for Westel" They would want to sell thier stuff on every ADSL product. Remeber PC-DOS/MS-DOS ? Does Bill Gates think he can make a similar play now?
You bet your ass he does.
