Ken, I can't imagine you ever sounding like an idiot. NEBS is a Bellcore-authored standard which stands for Network Equipment Building Standard. The E in NEBS shows up as "element" at times, and the S has variously been shown to mean "Standard" or "System," depending on the source. NEBS.

According to one glossary (Westell's), NEBS is an extensive set of performance, quality, environmental and safety requirements developed by Bellcore.

NEBS compliance is often required by telecommunications service providers such as RBOCs and Interexchange Carriers for equipment installed in their switching facilities.


It's a kind of assurance standard that says if you meet it, you can drop something from twelve feet off the ground and sprinkle it with water in an oven rated at 500 degrees C, and it will still work. And then some.
