Pete, I am not qualified to comment on your post. But I have had enough experience with IT departments, and read enough commentary both on this thread and elsewhere in the last few months to feel confident in saying the following:

The problem is not technical in fixing the y2k problem. It is a managerial and a time problem. The regular operations of a business have to go ahead while the y2k problem is being fixed. The work flow of the fix has to be planned so that business is not interrupted, and so that flaws in one part of the system do not cause the rest of the system to crash. This kind of coordination has to be extended outside of the company to all computer systems that interact with the company's system. A noncompliant interface could crash the company's system if not protected against. The testing of the fix is also a crucial and a time-consuming project, risky if not planned well. Finally, there is an immoveable deadline. (Don't we all know about computer projects that don't meet their deadlines?)

As far as Zitel/MatriDigm's fix, as I understand it, through something called reverse engineering it can indeed analyze, fix, and do basic testing on over 95% of the code. That's why people who have seen it use big language when they talk about it.
